A Creative Proposal

When Singapore made parts of everyday life easier for the vaccinated, did the people who had held back actually come forward? This study measured exactly that, and the answer is a clear, useful piece of evidence on how policy shapes a decision.

Research

The Paper

Impact of Vaccination-Differentiated Public Health and Social Measures on Vaccine Uptake Among the Vaccine Hesitant โ€” Tan EJ, Chong C, Yap A, Chiew C, Tan S, Yang Y, Tan K, Lye D, Cook A, Lee V. AJPM Focus, 20 August 2025; 5(1):100419. DOI: 10.1016/j.focus.2025.100419. PMID: 41209671. Open access.

Through the COVID-19 pandemic, one of the hardest problems in public health was not making a vaccine but persuading enough people to take it. Hesitancy slowed the climb toward population immunity, and governments reached for many levers to move it. One of those levers was the subject of your paper: vaccination-differentiated measures, where for a period only vaccinated people could do certain everyday things, such as dining out or going to a shopping mall.

The question you set is sharp and much debated: when a rule like that is announced, does it actually bring hesitant people forward to be vaccinated, or does it just inconvenience them? You answered it with an interrupted time series analysis, tracking daily first-time vaccinations and testing for a change at the precise point each measure was announced, while adjusting for the things that could otherwise explain a rise, including case numbers, deaths and hospital pressure. It is a careful way to separate the effect of the policy from the noise around it.

The finding is clear. The announcements were followed by a significant rise in first-time vaccinations among people who had not yet come forward, specifically for the dining and shopping-mall measures. Broken down by age, the mall measure held across every age group, while the dining measure held for some. Your paper is careful not to overclaim: it supports the effectiveness of these measures while noting that complementary policies also matter. That restraint is part of what makes it worth communicating well. It is also a subject where strong views often ran ahead of the evidence. A film that explains, calmly and accurately, what one well-designed study actually found is valuable precisely because the topic is so easily polarised. Most of the people who would benefit from that, from policymakers to the public, will never read the paper. A film gives it a second, wider door.

Did It Work? | Draft script and scene structure

The Script

Running time written for 60 seconds, five scenes, and scales cleanly to 90 or 120. A first draft, built from your paper, and a starting point rather than a finished thing.

Timing
Visual
Voiceover

0:00โ€“0:12 ยท The hook

The early pandemic. A vaccine becomes available, but a share of people hold back. A simple visual of a gap between those vaccinated and those not yet.

During the pandemic, the vaccine arrived before everyone was ready to take it. Getting uptake high enough, when some people were hesitant, became one of public health's hardest problems.

0:12โ€“0:30 ยท The policy

Two everyday scenes, a restaurant and a shopping-mall entrance, each marked as open to the vaccinated for a time. A person who has held back pauses at the threshold.

Singapore tried one particular approach. For a period, everyday things, dining out, going to a mall, were open only to the vaccinated. The question this study asks is simple: when those rules were announced, did people who had held back actually come forward?

0:30โ€“0:46 ยท The method

A clean line chart of daily first-time vaccinations over time. Vertical markers drop in at each policy announcement; the line is seen to step up. Other factors are shown being accounted for and set aside.

To find out, the researchers tracked first-time vaccinations day by day, and looked for a change at the exact moment each rule was announced, carefully separating it from the effect of rising cases and other pressures.

0:46โ€“0:58 ยท The finding

The chart's steps are highlighted. An age breakdown appears: the mall measure lights every age band; the dining measure lights some.

The announcements were followed by a real rise in first-time vaccinations. The mall measure moved every age group; the dining measure, some of them. The study is careful to add that approaches like this do best alongside others, not on their own.

0:58โ€“1:00 ยท The close

A calm closing frame. Paper title, authors, journal, and the open-access link to read it in full.

A calm, measured answer to a question too often argued without the evidence to settle it. The full study is below.

This script is a first draft, built from your paper. Every word is open for refinement together.

Look and feel

Visual Direction

Two written directions. Both are described so you can feel the register before anything is drawn. Given how sensitive the subject is, our steer is to lead with the Measured Effect and let a light human thread open and close it โ€” a decision for the alignment stage.

Option 1: The Measured Effect

Data-led and calm

Clear, data-led and calm. The film is built around the evidence itself: the timeline of announcements, the daily uptake line and the step that follows each one, the age breakdown shown plainly. The register is that of a serious analytical explainer, which suits a contested subject, because the restraint of the visuals does some of the work of keeping the film even-handed. This direction speaks most directly to the policy and research audience your brief names. For your paper this earns its place because the strength of the work is the measurement, and letting the data carry the film keeps it accurate and neutral at once. Palette: restrained and precise, an authoritative base with a single clear accent to mark each announcement and the change that follows.

Option 2: Everyday Choices

Warmer, wider reach

Warmer and more human. The film stays with the everyday scenes at the centre of the policy, a restaurant or a mall during the pandemic, and follows the decision from the point of view of someone weighing it. The data is still present and still accurate, but the weight falls on the human side. This direction reaches the wider public audience, though it asks for extra care to stay neutral, since showing a person's choice can tip into seeming to judge it. The Measured Effect is safer for the expert audience and for holding a neutral line; Everyday Choices carries further with a general audience but needs a careful hand.

Deliverables

What We Will Build

The deliverable is a complete, launch-ready film built to the highest production standard.

01 / Master film

A Scrolly Explainer at the agreed length

Professionally recorded voiceover, original sound design and a music bed chosen to fit the tone. Delivered in full resolution at 16:9. Built for conferences, teaching, policy briefings, your institutional channels, and anywhere you present the work.

02 / Short-form cuts

30-second and 15-second edits

Edits from the master for social and any targeted promotion. The argument compressed without being simplified.

03 / Square and vertical versions

9:16 and 1:1 reformats

Reformats of the master for LinkedIn, X and other platforms. Reframed and re-edited where the composition demands it.

04 / Full ownership, every format

All final files in full resolution

You own the finished work outright, with no licensing restrictions or ongoing fees.

Four stages

How We Work

Four stages from alignment to delivery. From contract to delivery is approximately four to six weeks for the standard build.

Alignment

01

We make sure we fully understand the paper, the audience and what the film needs to do. The script you've seen is a starting point. We refine it together until every line earns its place and given the sensitivity of the subject this is where we agree exactly how the finding is framed. Nothing proceeds without agreement on what the film is saying.

Visual development

02

We build the chosen visual direction into a full storyboard, scene by scene, so you see exactly how the film will move before a frame is animated. You choose the direction and, if you want narration, the voice. Nothing goes into production without your sign-off.

Production

03

Our team builds the film. You have a review point at rough cut, where you and your co-authors can give consolidated feedback before the final pass. We don't disappear and come back with a finished film. You're involved at every milestone.

Delivery

04

Final files in every format you need, with a guide on where and how each cut is best deployed, then the distribution campaign if you choose to run one.

Path forward

Next Steps

The next step is a short call to walk through the draft script, agree length and audience lean, and decide exactly how the finding is framed before anything is animated.

Confirm the direction

01

Confirm that a film for policymakers, researchers and a wider public โ€” with the Measured Effect or Everyday Choices as the lead โ€” reflects your goals for the paper.

Refine the script

02

Review the draft together and agree how the finding is framed. Every word is open for refinement.

Choose the visual lean

03

Decide whether to lead with the Measured Effect for neutrality and experts, Everyday Choices for wider reach, or one data-led system with a light human open and close.

Begin production

04

Once scope is agreed, begin alignment and script refinement, then storyboard and production on a four-to-six-week standard build.
